The D.C. ‘government’ has no such authority. Crimea was annexxed by Catherine the Great in 1782 from the Ottoman Empire. It is the property of Russia. Period. Anybody who argues differently must therefor admit Russia now has the right to retake Alaska despite it being purchased during hte Civil War; they also must admit that France an demand the Luisianna Purchase territory back; finally, they must admit Mexico has the right to get Texas back. I am sure either Russia or China will gladly make agreements or treaties with the agrieved parties for the return of their former lands.
