As far as Fran, my guess is someone checked the box on her “Physician’s Report” stating Fran is not allowed to be unsupervised. Any public guardian can file a petition online to be her legal representative. A whole different level scam. The courts mostly favor the Public Guardians. I would jot be surprised if Fran has desirable assets.
