even when 90 per cent of the state is fully vaccinated.&nbsp;<\/p>\n\n\n\n<p>And in another move that will continue the chaos that&#8217;s paralysed the state for almost two years, fully-vaccinated primary contacts of Covid cases are likely to be forced to self-isolate for seven days.&nbsp;<\/p>\n\n\n\n<p>Premier Daniel Andrews had promised &#8216;very few rules&#8217;
