JFC, John F Culvenor, Half Gunsmoke, Fully Natural (@johnculvenor) <a href=\"https:\/\/twitter.com\/johnculvenor\/status\/1454279774596067335?ref_src=twsrc%5Etfw\">October 30, 2021<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p>The declaration will give the health minister \u201cbroad powers to make pandemic orders\u201d on the chief health officer\u2019s advice and will replace the current state of emergency, which expires on December 15.<\/p>\n\n\n\n<p>A similar process is in place in NSW and New Zealand, where the health minister is directly accountable to parliament.<\/p>\n\n\n\n<p><a href=\"https:\/\/7news.com.au\/news\/vic\/kill-the-bill-thousands-of-protesters-take-to-melbourne-streets-over-covid-19-pandemic-laws-c-4372996\">As 7News reports<\/a>, <strong>the laws also introduce safeguards around protecting contact tracing and QR code information, while an aggravated offence will be created to \u201cdeter &#8230; the most egregious pandemic-related behaviors\u201d<\/strong>.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">This is scary stuff. <br><br>Nobody should have these powers to target people based on their \u2018characteristics, attributes or circumstances\u2019 <a href=\"https:\/\/twitter.com\/hashtag\/Springst?src=hash&amp;ref_src=twsrc%5Etfw\">#Springst<\/a> <a href=\"https:\/\/t.co\/4txwsfP80W\">https:\/\/t.co\/4txwsfP80W<\/a><\/p>&mdash; breaching public health orders would also face two years in jail or a $90,500 fine and businesses could be fined up to $452,500.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/i0.wp.com\/assets.zerohedge.com\/s3fs-public\/styles\/inline_image_mobile\/public\/inline-images\/2021-10-30_4-52-46.jpg?w=1200&#038;ssl=1\" alt=\"\" data-recalc-dims=\"1\"\/><\/figure>\n\n\n\n<p><a href=\"https:\/\/www.zerohedge.com\/s3\/files\/inline-images\/2021-10-30_4-52-46.jpg?itok=poudJkmz\"><\/a><\/p>\n\n\n\n<p>While Melbourne was placed under lockdown on six separate occasions beginning in March 2020, spending\u00a0<a href=\"https:\/\/www.rt.com\/news\/536470-melbourne-lockdown-world-record\/\" target=\"_blank\" rel=\"noreferrer noopener\">nearly nine months<\/a>\u00a0under stay-at-home orders cumulatively, the city\u2019s restrictions were again\u00a0<a href=\"https:\/\/www.theguardian.com\/australia-news\/2021\/oct\/29\/victoria-lockdown-restrictions-melbourne-covid-19-coronavirus-new-rules-latest-update-covid19-explained-5km-radius-travel-face-masks-compulsory-exercising-home-gatherings-intimate-partner-what-you-need-to-know\" target=\"_blank\" rel=\"noreferrer noopener\">eased on Friday<\/a>, with travel bans and outdoor mask mandates lifted, among other things.<strong> Victoria as a whole, however, remains under some Covid-19 measures<\/strong>, including 75% capacity rules at indoor entertainment venues and limits on outdoor gatherings to just 30 people.\u00a0<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/i0.wp.com\/assets.zerohedge.com\/s3fs-public\/styles\/inline_image_mobile\/public\/inline-images\/617cd16785f540432a16fa37.jpg?w=1200&#038;ssl=1\" alt=\"\" data-recalc-dims=\"1\"\/><\/figure>\n\n\n\n<p><a href=\"https:\/\/www.zerohedge.com\/s3\/files\/inline-images\/617cd16785f540432a16fa37.jpg?itok=uNvxw-nx\"><\/a><\/p>\n\n\n\n<p>Authorised workers must be fully vaccinated by November 26.<\/p>\n\n\n\n<p>The vaccine mandate has since been extended to social settings in Victoria, with harsh restrictions stopping the unvaccinated from entering restaurants, bars and events.<\/p>\n\n\n\n<p>\u201cThis is critically important to keep case numbers down,\u201d Mr Andrews said.<\/p>\n\n\n\n<p><strong>\u201cThis is not about stopping people going to work, it\u2019s about making sure we can open up.<\/strong><\/p>\n\n\n\n<p>\u201cIt\u2019s about making sure people can go to work, that they can be safe, and that we can defend and deliver our road map for opening.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\nhttps:\/\/twitter.com\/_evelynrae\/status\/1454271472973664257?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1454271472973664257%7Ctwgr%5E%7Ctwcon%5Es1_&#038;ref_url=https%3A%2F%2Fwww.zerohedge.com%2Fcovid-19%2Fstop-medical-apartheid-police-passive-huge-crowd-protests-draconian-pandemic-powers-bill\n<\/div><\/figure>\n\n\n\n<p>Protesters were met with a heavy police presence &#8220;to ensure the safety of the community and no breaches of the peace,&#8221;
