Illinois Governor J. B. Pritzker and director of the Illinois Department of Public Health, Dr. Ngozi Ezike.

Any death can be a COVID-19 death. If someone drowned, or died in an auto accident, and in the autopsy you tested positive for COVID, then your drowning death would be labeled as COVID. If someone was in a nursing home, and only had a few weeks left to live, and they had multiple co-morbidities, they could put down COVID on their death certificate, even without a positive test result. A positive test is NOT REQUIRED for a covid diagnosis.
