China has reportedly administered COVID-19 vaccines to hundreds of thousands of people without undergoing all the obligatory safety and efficacy tests.
Chinese vaccines were given approval for emergency use in June which meant they could be administered despite lacking final regulatory approval.
Health officials said they are taking the steps deemed necessary to avoid a second wave.
